Is it not Counterfeiting for Personal Use?
It seems really easy to counterfeit paper money for personal use. You just have to get the person at the cash register to not give it a second look. The money doesn't actually have to be scanned by a device that makes a thorough check; if it doesn't arouse suspicions on a first glance, it will be accepted.
Is it much easier to counterfeit on a small-scale, not making your operation a business? After all, if you get "caught", there is no way for someone to really know that you were responsible for printing the counterfeit money, as money is circulated through many different hands.
